There was an exception for a handful of players I believe. He was one of them. He was supposed to sign during the winter signing period but ended up waiting until the summer period.

Alright don't quite understand that if the rule is no unsigned guys. I understand exceptions but he had no chance to sign that signing period hence this report: Bed Badler of Baseball America reports that Cuban pitcher Yadier Alvares won't be eligible to sign with a major league team until July 2. The Angels, Diamondbacks, Rays, Red Sox and Yankees have all gone over their current 2014-15 international bonus pools, so they won't be able to sign Alvares or anyone else for more than $300,000. Alvarez, 18, has touched 97 mph in workouts but displayed iffy control. He's considered by most to be a better prospect than Yoan Lopez, who was signed by the D'Backs for $8.25 million. Correct Drew but these where the only players stated below allowed that were unsigned unless there is another post. This was posted by Ty. So I do not again understand how Yadier Alvarez was drafted or is on a roster.
MLB just changed it's rules in the last week to make it easier for Cuban players to sign with major league teams......so although these 3 guys are not signed at the time of this post, they will be signed shortly and are eligable for this draft.....you will have to do your own research to determine where to draft them....

Drew this is the post. Again hence the confusion here for guys. He was allowed 5 days after that post on Baseball America was made. And it created confusion at that time as well. Its done I'm just saying there needs to be no more exceptions going forward and I personally totally get the confusion. The rules were clearly broken because nobody knew about this exception till it was verified it was ok behind the scenes.

Olivera was too old to even be a prospect. I didn't make the post on Olivera it was later corrected that he was ineligible.

Just a question then how was Yadier Alvarez SP/LAD already signed prior to this draft? He was signed Jul 2, 2015. So I would have thought he was only eligible here. Or was there some exception made? Trying to understand as I wanted him my last pick but with this last post it has me a little confused. This was the question I deleted. It was explained in the draft last year. My question was how does Yadier Alvarez get drafted last year but not Vlad Jr? They signed the same day. But I guess there was an exception or something. Lol. I was going to ask cause I wanted to take Alvarez and Shaw or whatever lol. But then read through it and was like meh.. Whatever. I lost interest lol.
