There still seems to be some confusion on International prospects, so hopefully I can clear it up.
If an international player has never been signed by a mlb team they can not be owned in the DBL.
If an international prospect is signed after July 2nd they are available for the following years draft.
If an international prospect signs after our draft but before July 2nd they must go through waivers. If no onehas claimed them within 48 hours of being signed they become a free agent and can be signed without going through waivers.
If an international player is signed after July 2nd and makes his MLB debut prior to our draft he goes on waivers and the team with the lowest waiver priority who makes a claim will get him.
For example, Fernandez is over 27 and not signed to a mlb team. If he signs today he would go through waivers.
If a 23 year old Japanese pitcher/outfielder signs in August and immediately joins a mlb team he will go through waivers.
If a 23 year old prospect signs after july 2nd and does not make his mlb debut he would be available for next years prospect draft.
Think that covers all scenerios. In short if he isnt signed we cant own him. If he is a prospext he most likely needs to be drafted if he is over prospect limits he has to go through waivers. If he makes his mlb debut during the season he has to go through waivers if not formally prospect eligible.
