MLB just changed it's rules in the last week to make it easier for Cuban players to sign with major league teams......so although these 3 guys are not signed at the time of this post, they will be signed shortly and are eligable for this draft.....you will have to do your own research to determine where to draft them....
Yoan Moncada Hector Olivera Andy Ibanez

Well Hector olivera is eligible for the main draft seeing as how he is 29/30 or whatever.

No a player has to be drafted or signed. Olivera is neither so once he signs he is available but where this draft will be over he will need to go through waivers.

Same thing if a team announces they sign a 32 year old pitcher from Japan, he will be placed on waivers and any team that wants him can put in a waiver claim.

Once prospects are signed they become eligable for the next prospect draft....so most get signed July 2nd...those guys would be eligible the next draft

So shouldn't Moncada and Ibanez be in next year's draft if they are not signed by the prospect draft?

Since we are having the start up draft now, and its only a couple guys expected to sign in the next week I figured we would include them......it also prevents them signing while we are in round 10 and some one getting extremely lucky lol
