also, as per last year and previous drafts, the clock keeps rolling for the next selection after a failed pick. the manager of the failed pick can reselect at any time

I apologize. thanks!

No worries Alan, it'll take a year or two for it to become second nature. All players signed in 2015 and up to this point that are prospect eligible (So under 27 years old, along with game limits although game limits won't be a factor for anyone signed in 2015 are eligible) International signings are also eligible as long as they meet prospect requirements. Maeda is 28 so he isn't a prospect. He would be included in the Waiver Priority draft which is for Free Agents which is where he would fall.
If someone was signed prior to the 2015 draft they can be added as a prospect, signed after they have to be drafted in the prospect draft, and if over 27 they have to be selected in the waiver priority draft or added as a free agent after waivers are opened.

Just a heads up to anyone looking at signing an International Prospect; rules are a little more out there so hopefully this explanation makes it clear as mud!
Last year we allowed the following players to be drafted; Yadier Alvarez, Yoan Moncada, Andy Ibanez, Jorge Soler, Yasmany Thomas, Yoan López. Early entrance was allowed for these players by MLB however at the time of our draft not all were signed. Each was allowed to be signed before July 2nd which is the date we used as a cutoff.
For this draft its now much simpler. If you look at an International Prospect and they have been signed on or after July 2nd 2015 you can draft them (assuming they are under 27). If they are currently not signed you can not draft them. If you see an International prospect that was signed prior to July 2nd 2015 you can sign them as a Free Agent in the Waiver Priority draft or anytime during the season.
Any International player not signed can not be added to your roster until they are signed. Prospects signed between now and July 2nd will not be available until next years draft.
Hope that makes sense.
